The Offline Protocol mesh SDK is free under AGPL-3.0-only, and the OfflineID and Proof of Location client packages are MIT or ISC. Hosted services run on four plans: Free at $0, Pro at $99 a month, Scale at $499 a month, and Enterprise on an annual agreement. Each plan includes a monthly quota of OfflineID monthly active users, hosted relay deliveries, telemetry events, and Proof of Location verifications, and usage beyond it is billed at published overage rates. Commercial SDK, OEM, and redistribution rights are licensed separately.

Free includes 1,000 monthly active users, 10,000 hosted relay deliveries, 250,000 telemetry events, 250 location verifications, 3 seats, and 7 days of analytics history. Pro includes 10,000 monthly active users, 100,000 hosted relay deliveries, 2 million telemetry events, 2,500 verifications, 10 seats, and 30 days of history. Scale includes 50,000, 1 million, 10 million, and 10,000, with unlimited seats and 90 days of history. Enterprise sets volumes by contract and adds production support, an SLA, SCIM, and audit logs.

Four hosted services are metered: OfflineID by monthly active users, hosted relay deliveries per thousand, telemetry events per thousand, and Proof of Location per verification. Traffic that moves device to device over Bluetooth LE, WiFi Direct, or any local transport is never metered, whatever plan you are on.

A monthly active user (MAU) is a unique end user who signs in to any app in your organization at least once in a calendar month (UTC). Each person counts once per month per organization, however many apps, devices or sessions they use, and a guest counts once per install. The hosted relay accepts only signed-in OfflineID accounts, not guests, so relay users are counted through their OfflineID sign-ins. Local mesh traffic between devices is never metered.

$0.02 per additional monthly active user, $0.50 per 1,000 hosted relay deliveries, $0.05 per 1,000 telemetry events, and $0.03 per location verification. Overage is billed monthly in arrears on the next invoice, and you can set a billing limit on any meter in the developer portal.

Owners, admins, and billing members get an email at 80% and at 100% of each quota, and the portal shows the same. With a card on file, service continues and usage beyond the quota is billed at the overage rates. A Free organization without a card stops at its quota: the first meter to reach it pauses all of the organization's metered hosted services, OfflineID sign-ins, hosted relay deliveries, telemetry ingest, and Proof of Location verifications, until it adds a card or picks a paid plan, or until the next billing period starts. A payment that still fails after Stripe's retries also pauses all of them until the card is updated. Enterprise contracts are never paused, nothing is deleted, and local mesh traffic is never metered or paused on any plan.

Yes. Sign up free at dev.offlineprotocol.com, then upgrade to Pro or Scale from the Billing tab with a card through Stripe Checkout. Billed monthly, cancel anytime. All subscriptions are non-refundable. Upgrades take effect at once and are prorated; cancellations and downgrades take effect at the end of the billing period. Enterprise is an annual agreement: contact us to set one up.

No. The mesh SDK is published under AGPL-3.0-only, and the OfflineID and Proof of Location client packages are MIT or ISC and never need one. You can install the mesh SDK from npm or crates.io, ship it, and run it in production, including for a business, as long as you meet the AGPL obligations, such as offering your users the corresponding source. A commercial license is the alternative for products that cannot meet them, such as proprietary apps, closed-source firmware, and apps distributed through the Apple App Store. The licensing FAQ in the SDK repository covers app-store distribution and the network-use clause, and legal@offlineprotocol.com handles commercial licenses.

Closed-source apps, apps distributed through the Apple App Store, and closed-source firmware need the commercial license, because they cannot meet the AGPL obligations. The commercial license is annual and has no published price. Open-source apps that meet the AGPL can use the mesh SDK free, and local mesh traffic is never metered on any license or plan. An operator selects one workflow, defines success criteria, and we measure qualified completion, duplicate-free delivery, reconciliation time, retained telemetry, and avoidable backhaul against them. Evaluations are priced to the workflow and run 4 to 16 weeks. A successful evaluation converts into an annual commercial license.
